Who does partial mobilization concern?
According to the explanations of the Ministry of Defense, privates and sergeants under 35 years old, junior officers under 50 years old and senior officers are subject to mobilization. up to 55 years, as well as citizens with combat experience. The priority criteria are not military ranks, but military specialties: shooters, tankers, artillerymen, drivers, driver-mechanics.
There are positions, for example, medical workers, that can be filled by women&mdash ; but the need for them is minimal, said Rear Admiral Vladimir Tsimlyansky, chief organizational and mobilization department of the General Staff.
The Ministry of Defense also published a list of categories of persons who are not subject to mobilization. Men who have not served under the age of 27 do not fall under mobilization, since they are not in the reserve. There are no explanations for graduates of military departments yet. The opinions of the legislators differed: Colonel-General Viktor Bondarev, chairman of the Federation Council Committee on Defense, said that they would not fall under mobilization, and the head of the Duma Defense Committee, Colonel-General Andrey Kartapolov— that graduates with “some special” specialties can be called up.

A military ID is issued to a Russian who served or was released from service (for health reasons or at the end of military age). If a military ID is lost, this is not the same as not having one. “In itself, having a ticket on hand does not play a special role,” — RBC lawyer Alexei Gavrishev told RBC. If, in principle, there was no military ID, then there may be a registration certificate on hand & mdash; a temporary document that is issued to those who have just been registered with the military and are awaiting conscription.
Where and how does the summons come, can it be served on the street?
When mobilizing citizens, they are notified by handing subpoenas in their hands under the signature, lawyer Pavel Chikov pointed out. The summons must be delivered in person, not by mail, but subject to mobilization— must sign upon receipt. According to the law, the summons can be brought at the place of residence, work or study. At the same time, employers are required by law to help military commissariats ensure “timely notification and appearance”; people who are subject to conscription.
Theoretically, the law does not prohibit handing out subpoenas on the streets— the main thing is that the person should sign for its receipt, lawyer Alexei Gavrishev said. You can refuse, but in this case, an act is drawn up to refuse to serve the summons, he added.
Presidential press secretary Dmitry Peskov did not consider it a violation to issue summons to detainees at protests against mobilization.
What if you live in another country? Tired of returning for military service?
Those who are abroad on a short trip may be called up for partial mobilization, the General Staff said. Pavel Chikov pointed out that if a person permanently resides abroad, then he is not required to be on military registration, and, therefore, is not subject to mobilization. However, before leaving for a period of more than 6 months, he is obliged to appear at the military registration and enlistment office for deregistration. “I believe that for people who are subject to mobilization, but who are now abroad, until the moment the summons is handed over in person, no responsibility should arise, especially since the departure was carried out earlier than the date of the announcement of mobilization,” — says the head of the practice “Intellectual Law. Can you refuse mobilization for religious reasons or because of relatives in Ukraine?
The presence of relatives in Ukraine cannot serve as an excuse for mobilization, a partner at the law firm Rustam Kurmaev and Partners told RBC. Dmitry Gorbunov. Religious beliefs also do not exempt from mobilization, he added. “Citizens are required to appear at the recruiting station on the agenda, notify the recruiting commission that their religion does not allow them to perform military service, and, perhaps, an alternative option for serving will be offered,” — the lawyer said. What diseases are restrictions for military service?
The list of diagnoses that may become the basis for exemption from service are listed in the “Schedule of Diseases”— according to eligibility categories. Pavel Chikov recommends that you examine yourself and collect as many documents as possible before a medical examination at the military registration and enlistment office.
Can banks or mobile operators transmit data on the whereabouts of the mobilized?
Two departments have access to mobile operators' data on the geolocation of subscribers— Ministry of Internal Affairs and FSB. The Ministry of Internal Affairs can obtain data on where a person was at a certain time, but only by a court decision. The FSB has the ability to receive data on the subscriber's geolocation in real time with an accuracy of up to 100 meters, a source in the telecommunications market told RBC. This will allow you to determine which apartment building a person is in, but will not allow you to determine the floor or apartment, he added.
All information transmitted to banks and mobile operators is a secret— secrecy of personal correspondence, secrecy of communication, banking secrecy— therefore, they can be provided to law enforcement agencies only by a court order as part of legally conducted operational measures, Aleksey Gavrishev specified.
What can you take with you to the mobilization point?
Based on the recommendations published on Mos.ru in the section on military commissariats, you can take a limited set of personal items with you:
- passport, driver's license, certificate of obtaining a military registration specialty in a DOSAAF institution. Documents should be folded into a plastic file or folder;
- pen, notebook or notepad;
- mobile phone (without Internet access and camera);
- a small amount of cash in small bills;
- stock of cigarettes;
- medication (only with a copy of a doctor's prescription).
At the collection point, arrivals are given travel bags with most of the necessary essentials, but on numerous forums, users who have completed military service are advised to take their own things. The standard kit will include a towel, shaving foam and aftershave cream, a razor and replacement blades, a comb, a sewing kit, nail clippers, a band-aid, and more. The conscript can purchase all these items on his own.
Do the mobilized lose their jobs?
According to the press service of the government, the mobilized citizens will be able to keep the employment contract and later return to their previous place of work. Contracts mobilized will be suspended without termination— their jobs will remain, the cabinet said. Earlier, the Federation Council announced that amendments to the Labor Code were already being developed, designed to guarantee the rights of mobilized workers.
Are additional payments or benefits provided to partially mobilized workers?
According to the presidential decree, those called up for military service by mobilization have the status of servicemen undergoing military service under a contract, & mdash; and will receive payments and all social guarantees as military personnel. The mobilized are entitled to monthly allowances in accordance with the rank and position, as well as allowances and insurance payments. The Central Bank recommended not to collect delays on loans from mobilized Russians, and also not to evict them from mortgage housing, follows from the message of the regulator. At the moment, there is no mechanism that allows professional military personnel, citizens who have signed a contract with the Ministry of Defense, or conscripts to automatically qualify for preferential terms for repaying loans.
